RFQ 18-17 ─ NEW BUILDING FOR EAST PALATKA FIRE STATION CONSTRUCTION MANAGER
 
The Putnam County Board of County Commissioners is inviting licensed and qualified Construction Management Professionals to submit proposals to provide construction management services for the:
 
NEW BUILDING FOR EAST PALATKA FIRE STATION, STATE ROAD 207 & CABBAGE PATCH ROAD, EAST PALATKA, FLORIDA
 
To be eligible for consideration, all applicants must be registered in the State of Florida to practice their profession at the time of proposal. Proposers without a complete proposal as described will be considered improper. All submittals (see Part III, Submission Requirements) received in response to this RFQ will be reviewed by a County Evaluation Committee.
 
The request for qualification information, specifications, drawings and other related documents are available online at http://bids.putnam-fl.com/bids.
 
Deadline for receipt of sealed proposals is _2:30 p.m., Tuesday, May 8, 2018. Send or deliver in person, one (1) original and five (5) copies to Putnam County General Services Department, 223 Putnam County Blvd., East Palatka, FL, 32131. Only sealed proposals received on or before the aforementioned time and date will be considered. Proposers shall indicate RFQ number and Project Title on the outside of the envelope.
 
The Construction Manager will be requested to evaluate Preliminary Drawings and Summary of Work prepared by the Office of Robert E. Taylor, AIA Architect PA, 710 St. Johns Avenue, Palatka, Florida, and make recommendations, including value engineering, as may be required to construct the Project in substantial conformity to those Preliminary Drawings and Summary of Work. The Construction Manager will also be requested to propose that construction be completed within a set number of calendar days (to be determined). Construction Manager will also be required to perform value engineering throughout the project as a situation arises that will save the owner money without decreasing the quality of the project. The maximum not-to-exceed budget for this project is $900,000.
 
The Project consists of but, is not limited to; Sitework, Utilities, Paving and drainage, Water Retention Area, Septic System, Fire Protection, LP Gas, Site Electrical, Generator, Pre-engineered Metal Building, Plumbing, Mechanical, Exhaust Fans, Electrical, and Security and Low Voltage Systems. An expanded Summary of the Work is included in Construction Outline.

An Evaluation Committee meeting will be held on Thursday, May 10, 2018, at 10 a.m. to review and rank the qualifications packages received. The meeting will be held at the Putnam County Government Complex, 2509 Crill Ave., Suite 200, Palatka, FL 32177.
 
The Putnam County Board of County Commissioners reserves the right to accept or reject any or all proposals and to waive any informalities. MANAGEMENT DISTRICT
 
Notice is given that the following permit was issued on April 11, 2018:
 
St Johns River State College, 5001 St Johns Avenue Palatka, FL 32177 permit#47289-6. The project is located in Putnam County, Section 10, Township 10S South, Range 26E East. The permit authorizes a surface water management system on 0.178 acres for St Johns River State College Softball Batting Cage Expansion known as N/A. The receiving water body is Rice Creek.
 
A person whose substantial interests are or may be affected has the right to request an administrative hearing by filing a written petition with the St. Johns River Water Management District (District). Pursuant to Chapter 28-106 and Rule 40C-1.1007, Florida Administrative Code (F.A.C.), the petition must be filed (received) either by delivery at the office of the District Clerk at District Headquarters, P.O.
